Community Services
The community services are directed and coordinated by the Municipal Secretary who acts under the authority of the College of the Mayor and the Deputy Mayors.
The functions of the municipal postmaster complete the city’s organization chart.
The municipal action is reinforced by the security functions of the police and the fire services; each division is coordinated by its commanding officer.
The Municipal Secretary's main tasks include preparation and execution of the cases submitted to the political assemblies - the Municipal Secretary draws up the necessary procès verbaux - and running administrative tasks produced by the strategic options and decisions of the municipal authorities.
The Municipal Secretary therefore often acts as the interface between the elected representatives and the administration, representing the permanence of the municipal action.
The Municipal Secretary countersigns the regulations, orders, publications, correspondence and payment orders from the City. He is not responsible for the content or the appropriateness of the decisions taken by the municipal authorities - his signature however certifies the authenticity of the legal documents (such as of the elected representative’s signature).
The Secretary also serves as the personnel manager (excluding the following personnel: municipal postmaster, police personnel and the fire service). He plays a key role in this operation - particularly concerning general organization of services and in disciplinary matters.
